Abstract
The European Union’s Regulation No. 1049/2001 on the access to the EU’s documents imposes obligations upon institutions, bodies and agencies to ensure tools to provide and simplify citizens’ access to internal document files. The Regulation defines four modes of access to documents: publication of the “Official Journal of the European Union”, direct access via the Internet, access upon request and creation of registers. The article is based upon research carried out on 15 existing systems of direct access to documents. The Regulation is vague about what direct access really means, the effect being that various institutions implement it in different ways. The direct access offers no advanced retrieval tools – a weakness that will cause serious problems in the future as the number of documents increases. Compared to registers, direct access seems an inferior instrument; hopefully, further developments and digitalization are going to improve it.
