Applying the Principal-Agent Theory to Analysis of Multi-Level Governance in the European Union

Abstract

The article examines priorities and the role of the Principal-Agent Theory (PAT) in analysing of the Multi-Level Governance (MLG) in the European Union. Firstly, it considers the core areas and conceptual framework of the PAT and factors at its roots. Secondly, the Author applies this theory to analysis of Multi-Level Governance in the European Union. It is observed that the implication of this theory for the process of multipolar delegation of power in the EU is also a very important issue (double PAT model in the MLG). Thirdly, the article includes explanation, both theoretical and empirical, of the case of European Commission as an agent in the context of fundamental elements of the PAT.
