The impact of the Common Agricultural Policy on the income situation of farmers in the European Union

Abstract

Every agricultural policy needs to strike a balance between the conflicting interests of consumers, tax payers, and farmers. The Treaty of Rome has always contained the objective to ensure a fair standard of living for the agricultural community, though Agenda 2000 shifted the emphasis towards guaranteeing a stability of agricultural income. It is extremely difficult to estimate the impact of the CAP on the income situation of farmers, as we do not know what would have happened if the CAP had not been established. However, the OECD created a methodology to measure the support provided to farmers through agricultural policies. The typology and actual figures for the CAP from 1986 to 2007 are quoted. The structure of the Producer Support Estimate in the European Union changed significantly over the analysed period of time. In spite of the sefa vourable trends, the EU contyinues to run a rether highly in terventionist agricultural policy compared to such countries as the United States or Australia. The income situation of the EU farmers is increasingly affected by the phenomena of pluriactivity and farm diversification. The re is a shortage of statistical data on the income situation of agricul turalhouse holds compared to other socioeconomic groups. The available data in dicate that agricultural house holds tend to get a surprisingly high share of their income from non-agricultural sources, which makes their income situation comparable to the rest of the society. Never the less, significant differences occur across Member States and regions, and the final results are influenced by the way how we de fine a farmer.
