Transnational Cultural Collaboration in the European Capital of Culture

Abstract

Transnational cultural collaboration plays an important role in enhancing cultural diversity, facilitating intercultural dialogue, and realising the so-called “European cultural area”. The European Capital of Culture (ECOC), launched in 1985, is at the core of the European Union’s cultural action and forms part of its broader cultural policy. The European dimension ensures the transnational character of the ECOC by requiring all projects to address issues of European relevance. This article employs qualitative meta-analysis to explore the challenges and lessons learned in delivering the European dimension, with a focus on three aspects: city twinning, cultural networks, and cultural mobility. The study period spanned from 2007 to 2019 and included 27 cities awarded the ECOC title. The results revealed that, beyond geographical proximity, key determinants of success in building transnational ties include linking to other ECOCs, collaborating within existing networks, access to support mechanisms and subsidies, the establishment of clear selection criteria, and the provision of targeted support for smaller organisations.
