Time for Europe: Croatian and European Challenges in the Contemporary Dayton Framework
Abstract
Thirty years after its conclusion, the Dayton Peace Agreement is often regarded as a landmark of American diplomacy and a framework for achieving negative peace in Bosnia and Herzegovina. Beyond its initial success in ending armed conflict, the Dayton Peace Agreement should be understood as an evolving political settlement that continues to face challenges from policies and actors seeking to undermine its provisions and to call into question its long-term sustainability, both within Bosnia and Herzegovina the broader regional context. Accordingly, by considering it through the legal-historical fact of European political incapacity to achieve peace, the authors seek in this paper to compare the significance of the Agreement with the present time and to present Dayton-related factors that influence the regional security architecture. Therefore, this paper presents a comparative analysis of factors that affect the deterioration of the political and security architecture of Croatia’s south- eastern neighbourhood, i.e., the so-called “Dayton space”. In this analysis, the authors devote particular attention to the policies of the Republic of Croatia and the European Union towards the Dayton Peace Agreement and the wider regional space, raising the question of whether a so-called “time for Europe” has finally arrived, that is, whether the European Union, in light of its own institutional capacities and the current policy of the United States of America towards Europe, is able to respond to political and security challenges of direct regional relevance to Croatia.
