The Crisis of Liberal Democracy: Sources, Consequences, and Prospects: Implications for European Union Security
Abstract
The crisis of liberal democracy has become increasingly visible both within individual Western countries and in the broader questioning of the basic principles of the international order. The primary objective of the article is to outline forecast scenarios over a ten-year horizon. Achieving this goal requires identifying the sources and causes of the crisis of liberal democracy, as well as analysing its consequences.
The author advances the argument that contemporary changes in the international security environment reflect a return to Realpolitik in international relations and the emergence of a new phase of geopolitical rivalry frequently described as “Cold War 2.0”.
These developments suggest that the existing paradigms are no longer sufficient to understand and interpret contemporary political realities, while the new ones remain only in statu nascendi. As a result, we are now witnessing the arrival of an era characterised by uncertainty and instability.
Additional drivers of transformation are also related to the consequences of dynamic changes in new technologies, climate change, and mass migration. An erosion of stability and predictability, as well as general uncertainty related to the foreseeable future constitutes a significant source of perceived insecurity and social instability.
The research presented in this article is based on a critical analysis of the relevant literature and employs systems analysis as its primary methodological framework. In the forecasting section, morphological analysis is applied in order to construct plausible future development scenarios.
