The Council of Europe and Cultural Cooperation: Four Decades of Cultural Routes and Itinerary-Making
Abstract
Heritage is an important tool for the construction of collective identities. Since the early 1980s, the Council of Europe has developed a programme based on cultural routes and itineraries as a tool for identity construction. This article explores the development of this concept and analyses the Council of Europe’s approach to cultural routes. This case speaks to the importance of cultural tourism as a tool for both economic development and the articulation of values and identities. This paper documents the decades of effort put forth by the Council of Europe.
