Systemowe uwarunkowania słabości polityki zagranicznej Unii Europejskiej

Abstract

The article analyses systematically the EU foreign policy which reveals poor strategic planning, under developed in stitutional framework, in a dequate financial resources and implementation instruments. Further more, the concept of civilian power is a result of weakness of the EU foreign policy system and could make this policy lesscredible in international relation. There are three principal conclusions stemming from the analyses presented in the article. Firstly, the major cause of the EU foreign policy systemic weakness lies in contradictory interests of Member States. Secondly, the UE policy is actually an instrument of support for national foreign policies rather then a platform of political unity of integrated Europe. Thirdly, structural characteristics of the EU foreign policy under mine political ambitions of leadership in shaping a new in ternational order.
