Abstract

The article is a result of the Author’s research on the European Community and Union information policy, carried out on the basis of 50 European Commission’s annual reports on the EC and the EU activities. The paper analyses the parts of the reports dedicated to information activities, with the aim to outline the history of the Union’s information policy divided into several periods. Part one of the research covers the years between 1958 and 1992, while part two analyses the period from 1993 to 2007. The article discusses the latter part, in which attitudes towards information activities underwent a thorough transformation. The change consisted in the assumption being adopted that information activities should precede other actions, preparing the ground for them. In the period in question three attempts at the reform were undertaken: in 1992-1999 to increase the amount of publicly available information; in 2000-2004 to establish inter-institutional cooperation and partnership with Member States; in 2005-2007 to bring Margot Wallström’s reforms into effect.
