The European Union Arctic Policy in status nascendi

Abstract

The climate change in the Arctic and its current and expected consequences have recently attracted increased interest of many States and the European Union in this region. This article focuses upon development of the EU Arctic policy mainly from the point of view of policy-making process analysis. It also asks questions about the underlying drivers of the EU interest in the Arctic and the roles of the EU institutions in framing of the issues for consideration in policy setting. General conclusion is that although the policy making process is still incomplete, one could argue that the very concept of the EU Arctic  policy is rational and comprehensive. Since it has been devised in purposeful, deliberate manner, it can become an important framework for further international debates about the future of the Arctic region.
