Liberalisation of the EU electricity and gas market policy as an element of the European Internal Energy Market strategy – selected aspects

Abstract

What could have been witnessed, over a couple of past decades, in most of the European Union countries, was the fact that the structure of the electricity and gas industries, stagnant for decades, have recently undergone considerable modernisation achieved through far-reaching programmes of institutional and legal reforms, both at the Community and domestic level. The European Union energy policy is a problematic issue in many ways, but also characteristic of general EU development, with its periods of stagnation and conflicts and the eventual break through to attain quite fundamental transformation during the 1990s. This paper seeks to investigate the legal basis that provided conditions for gradual opening of the electricity and gas sectors within the framework of the European Internal Energy Market.
