Cultural Programmes of the EU Council Presidency as a Means of Cultural Diplomacy of the Member States

Abstract

The aim of the presented article is to analyse the role of the programme presented as part of the Presidency of the EU Council. The analysis focuses on the cultural programmes of six countries implemented within two Trios: France, Czechia, and Sweden (January 2022–June 2023), and Spain, Belgium, and Hungary (July 2023–December 2024). This article will show how the countries created the cultural programme of the presidency, which was also a component of the communication process with domestic and foreign audiences. The paper addresses questions about the potential role of the cultural programme of the presidency, and also seeks to determine to what extent circumstances, including crises, influenced the formulation of the cultural programmes. In this context, a cultural programme is understood as a tool of cultural diplomacy, whereby the presiding state consciously and purposefully undertakes actions aimed at fostering a positive reception among foreign audiences, while maintaining alignment with its national interests. The concept of cultural diplomacy is analysed through the lens of diplomatic studies. The article employs content analysis, including the analysis of documents and programmes of the presidencies of the Trios.
