Bosnia and Herzegovina From the Dayton Agreement to the Present: Problems and Proposed Solutions

Abstract

It is widely recognised that the conflicts that occurred in the territories of the former Yugoslavia during the 1990s left behind numerous unsolved challenges. Although nearly 30 years have passed since the war in Bosnia and Herzegovina, debates regarding the factors that led to the outbreak of the war persist.

This study examines the challenges arising from the Dayton Agreement in Bosnia and Herzegovina, a state composed of three constituent ethnic groups and the autonomous regions formed by these identities. By addressing whether the Agreement has contributed to the maintenance of peace and stability, the study seeks to explain why lasting peace has not been fully achieved. In addition, solution proposals are presented to ensure the sustainability of peace. This study adopts qualitative research methods and examines the subject under various headings. The introduction provides a brief historical overview of Bosnia and Herzegovina and examines the causes of the civil war experienced during the disintegration of Yugoslavia. The first section discusses humanitarian intervention and peace efforts. The second section analyses the Dayton Peace Agreement, widely regarded as the founding framework of Bosnia and Herzegovina, including both its conflict-resolution mechanisms as well as the criticisms of the institutional consequences, particularly its limited success in fostering a shared sense of citizenship in the country. The third section outlines the legal, administrative, and cultural reforms necessary to achieve a democratic structure and sustainable peace. Additionally, recommendations are presented aimed at reducing tensions among ethnic groups and contributing to peace and broader stability in Europe. The conclusion offers a general assessment of the findings and proposes solutions for future policy and reform.
