Francesco Spera

is a Ph.D. candidate and lecturer in EU law at the University of Salento (Lecce), where he teaches in the Law and Sustainability doctoral school programme. He also serves as a visiting lecturer at the Centre for Europe at Warsaw University and as a Guest Researcher at the Max Planck Institute in Heidelberg. Additionally, he is a qualified attorney with the Bari Bar Association in Italy. Francesco has taken part in several European funded projects such as: 2 Jean Monnet Chairs in the topic of "Supranational democracy and the EU as a lab for the World", and a Jean Monnet Module on "EU ProWomen". Francesco is part of a Cost Action on "Depolarization EU". His publication covers "EU external relations law on defense, energy, and migration", EU Cohesion Policy and Law, Recovery and Resilient Facility. Francesco's cover the field also of administrative law on public procurement, regional governance and sublocal level regulations. He has worked on EU law and policy in the European Parliament, EU Committee of Regions and Eurochambers in Bruxelles btween 2015–2019. He is teaching EU external relations defence, the use of soft law, AI act, and disinformation at the Centre for Europe, Western Ukrainian University, University of Ljubljana, and University of Salento.
