Biography
is an assistant professor at the Faculty of Political Science and International Studies, University of Warsaw, and an expert in international security and defence issues. Since 2000, she has served as a research fellow and programme coordinator for international security at the Polish Institute of International Affairs, one of Poland’s leading think tanks on international relations. Her research and numerous publications focus on security sector reform (SSR), EU and NATO strategies, peacebuilding, international military operations, conflict resolution, missile defence, defence technologies, and the security policies of various states. As an adviser on security and defence policy, she has worked with civilian and military agencies across Central and Eastern Europe, the United States, Afghanistan, and the South Caucasus. She has been a member of the expert group on SSR at the Security Sector Reform – Centre of Excellence in the South Caucasus under the International Visegrad Fund, and has contributed to Poland’s national security strategy as part of advisory groups for the Ministry of National Defence, including the drafting of the 2013 Security Strategy and the 2016 Strategic Defence Review. Since 2020, she has also been a member of the UN SSR Advisory Network. In addition, she has served as an OSCE election observer in Kosovo (2001) and Ukraine (2006). An experienced lecturer, Beata Górka-Winter has taught at the University of Warsaw, the Centre for East European Studies, the European Security and Defence College, AFiB Vistula, KSAP, and the Diplomatic Academy. She holds a Ph.D. from the Jagiellonian University, having previously graduated from the University of Warsaw’s Faculty of Journalism and Political Science, as well as its National Security Faculty. She has further developed her expertise through international programmes, including the Security, Stability, Transition and Reconstruction (SSTAR) programme at the George C. Marshall European Center for Security Studies; the Senior Course on Security Policy in Northern Europe at the Swedish National Defence College; and the SERA programme at the Institut des Hautes Études de Défense Nationale and Harvard Business School.
