An analysis of aims and regional variation of absorption of SAPARD measures addressed to Polish farmers and enterprises
Abstract
This paper aims to present relationships between various SAPARD measures addressed to food-processing enterprises, farmers and other branch representatives from Polish rural areas who undertake investment effort in the context of European integration. It also discusses findings of study on regional variation of absorption process in the period from the beginning of the programme implementation until the end of applications acceptance stage in 2004. The paper is based on a statistical analysis of original data on the implementation of selected SAPARD measures, European Commission working papers and the results of an independent research study carried out by the author in Łódź Regional Branch of the Agency for Agriculture Restructuring and Modernisation. The research included analysis of application forms submitted by 34 enterprises and 42 farmers. Two interlinked models describing the logic of investment support among food processors and agricultural holdings are proposed.
